How can you calculate time of anarchy between goverments?

I played as england and had 8-9 cities and anarchy time was 2 or 3 turns between despo and republic.

I expanded by 2 cities and started revolution. Advisors says anarchy will last 6 turns.

Is there hugh jump after 10 cities or what?

Part of the length of anarchy is random and part of it is size-dependent. I think you just got lucky the first time and unlucky the second time. There isn't a sudden jump as your empire grows.

It seems that map size is a factor as I have had 20+ towns and gotten 4 turns on a 250x250. I thought 4 turns was as low as you could get, unless Religious?

Yes in C3C you can get 9 turns and I have done it. It was thought that 8 was the max, but not in C3C.

In addition to map size and number of towns (which have already been mentioned) it also depends on the difficulty level. So for a religious civ, the anarchy period is always 2, and for non-religious civs it is between 2 and 9, where the probability of getting a bigger number increases with map size, number of towns and difficulty level.
