how to edit games in progress

is there a way for world builder to work as it did in civ4? how to i add units,cities,culture, ect to games in progress. Ive read the modding tutorials but thats not covered and ive googled it and no one seems to know.
 
I have figured out a few things with the tuner but one that still eludes me is how to add promotions to units. In the "Selected Unit" tab I can add experiance to force a level up, but I want to be able to select the promotion so I could say give medic right away, or blitz. They need some documentation on this tool.
 
You can add units and such to a running game using Tuner. In order to do so you need to change <user>\Documents\My Games\Sid Meier's Civilization 5\config.ini so that EnableTuner is 1 instead of 0. While Tuner is enabled you won't be able to get any more Steam achievements, if that matters to you.

Now, a SECOND INQUIRY:

Say I am testing and editing a map ongoing, so I play a while and say I want to maybe add more rivers in a certain area and then maybe more hills in another, is it possible to add them in the ongoing game and then they will show up in the map if I were to start a new game with same map, but whereas it may be 400 BC when I alter the map, say I want to restart the game after an alteration is made to the ongoing game, would this be saved to the created map so it shows when I start a new game?

I don't believe the modifications made using Tuner will be saved to the map itself, so you would need to make the same changes using World Builder to change the base map.
 
whats tuner and how to use it? I changed to 1 in config but didn't notice anything.
 
Tuner is part of the SDK and allows you to make changes to a running game of Civ 5 as well as interface with the game's lua scripting system. If you haven't installed the SDK yet, go to Steam, go to Library and click on the Tools tab, select Sid Meier's Civilization V SDK and install it, then run the SDK, one of the options from the main menu is FireTuner.

Yes, what I do is when in my CIV V game, I hit ALT + TAB and then go to STEAM>CIV SDK>Fire Tuner and it opens an awesome in game mod window!!! Really similiar in ease to the CIV III Conquests editor, which was IMHO one of the easiest to use!

FOOTNOTE: If you simply start STEAM>SDK>FIRE TUNER, I dont get anywhere, you actually have to have the game running.....

Thanks..wasnt sure if a work around is available, maybe something I was missing, where you checked a box and it saved to original map.....
