how to enable and disable a built in Webcam and microphone

My laptop has a built in webcam and microphone. What is the fastest and easiest way to quickly enable and disable them?
Edit: I have windows 7 home
 
There is probably an option in Control Panel.
 
Put a piece of tape over the webcam. Not so sure for the microphone.

I was going to say that. :(

If you want an uber fast way, there are likely buttons for them on your keyboard. My keyboard has buttons for sound, calculator, and show desktop, as well as some movie controls. Wait, laptop? IDK. Maybe, maybe not.
 
Go to control panel then device manager. Somewhere there you will find the camera and microphone. Right click them, hit properties, and then disable them under the driver tab.

This. Find your Device Manager and disable from there. No need to tape over anything.
