How to free caged units? (remove held promo)

Any unit without the held promotion that is on a tile with a unit with said promotion and a cage improvement can cast a spell to remove the promotion.
If the Caged unit is no longer on the same tile as the Cage (for instance, if it was an immortal unit that died once held), then you'll need worldbuilder.
