How to get city-states to connect resources? Or just attack them?

I'm trying to get Coal. I am surrounded by city-states with Coal in their borders. My research is the most advanced in the world. How can I get the city-states to connect Coal? They currently have Farms on them, so I assume they don't have the tech yet to see the Coal.

Or should I just attack the city-states to connect the Coal myself? There's another Coal just outside a city-state's borders. Should I settle a new city there, or will being too close to the city-state be a problem?

Also on a side note, is land in the Fog of War still updated in real-time? Meaning, if someone founds a city in my Fog of War, can I see the city? Or if there is a resource in my Fog of War, can I keep checking if someone has improved the tile yet?

Click on city state name -> Gibe Gift -> Improve Resource with money.

Fog of War is in real-time in terms of City founding and seeing their status (i.e who owns them, puppeted, blocked, occupied etc.). Improvements are not however, and you can only see them based on when you initiate embassies or when you last saw them.
 
How long do I have to wait before a city-state can improve a resource? I'm Allies with one and they have a Mine on Coal, but they still can't share it with me.
 
You are ahead in science compared to the other civs in the game. You have to wait until one or two more civs research industrialization and then you'll get a message saying your ally is granting you coal. Nothing YOU can do.
 
As long as the improvement needs to be changed or added you can "Give a Gift > Improve a resource". Annoyingly, if the CS already has a mine on the coal but don't know the tech yet you have to wait until they have the tech before you can get it (CS tech level is usually an average of all the civs of the map).
 
I heard that CS gets the tech that are researched by at least two civs? Could that be right?
 
Yeah I think its two.

A popular play while moving into industrial is to instead get there via public schools... Then research electronics.. Have Oxford university complete right when that is finished then select radio with the free tech.. This will get you an ideology the next turn.

Then go back and finish industrialization. This gives the AI a little more time to catch up while you build public schools.
