How to have more opponents on a smaller map?

Hey I heard about people changing the number of rivals they have in any game to more than max by editing something. How do I go about doing this?
 
Hey I heard about people changing the number of rivals they have in any game to more than max by editing something. I don't have the atari folder because i use steam and I'm wondering if there's any way for me to still go about changing the # of opponents.

Edit: Also, how can I use mods without the atari folder :S

what is an atari folder? You can use mods just fine with steam, just replace the necessary files in the game folder.

If you are looking for the game folder it should be located somewhere like:

C:\Program Files\Steam\steamapps\common
If you are on 64bit vista it is probably: C:\Program Files (x86)\Steam\steamapps\common

The rules of a standard epic game is defined by a .biq file too. This can be found at x:\...\civ3\Conquests\conquests.biq. Make sure you keep the original file in some form, to have a backup. Now disable write protection on this file and open in editor. Then under the Edit rules section search for a tab labeled World Sizes. You can increase civ number for specific-sized maps there. If you disabled write protection on the .biq, you sould be able to save your modification and this will be now the new rule of the standard game.

If you have another version the only difference in the process that you need to alter other rule map file.
Vanilla: X:\...\Civ3\Civ3mod.bic
Ptw: X:\...\Civ3\Civ3PTW\Civ3X.bix
