How to localize?

Im trying to loacalize CiVUP into Japanese.

I replaced text and "Language_en_US" to "Language_JA_JP" in the XML files.
and I created a folder in the CiVUP folder, put XML files in it.

but it doesnt work! still English!!
cache and ModUserData folders are clean.

why?

I missed the modinfo file.
should I write to modinfo file all my files name? with ModBuddy?
 
In v128 and earlier the Language_JA_JP files should go in the same folder as the similar Language_en_US files.

I will rearrange these files in v129 to hopefully make it easier.
 
But don't we need to translate more? I recently reinstalled civ and that's when I first saw the German version. When I loaded the mod, the text for the Social Policy-Effects for example were still the vanilla ones, but the effects themselves were correct. So do we need to translate those new effects? (How much work is that? I'd be willing to a degree to help out). Or do I get something wrong here?

i dont know about german ver.
but in JP ver, some parts of UI look horrible like this and many parts are in english.

I've updated the Translations thread with information about how to do this in v129 and onwards. It should be much easier now that all translation files are in the Text folders, with one sub-folder for each language.
