You have a common border with an AI civ, that is maybe "three cities long" and he declares war on another or your neighbors and his troops are tromping all over your lands, this civ may have ROP agreements with still other civs--and they in their turn are also roaming around. The dance usually goes like this, you keep asking them to leave, and they get more and more pissed until the chances of them declaring war on you becomes quite high.
If you're like me, and you avoid "foreign entanglements" there's an easy way to seal your border-assuming the length of the border is relatively short.
stage of the game: admittedly fairly late--that stage when your civ is fully railed and you have a large worker force--with lots of captives--and their primary function is cleaning up pollution.
Simply station your excess captive workers on the border squares, in some places they must be two deep--keep in mind that AI forces cannot move through your cities. When they are in place go to the diplomacy screen and offer the ROP.
