How to make propaganda on enemy cities
There is nothing in the manual about it. Where to press or to look??

never actually tried but maybe "P" under Civ Concepts might have something on that.

or you could try something relating to spies and building an embassy to the target you wish to spy.

I got the propaganda option this way:
built Int. Agency -> plant spy in enemy capital, then open the spy menu (either the little "E" in the lower right corner of the screen or by double click on the enemy capital icon) -> select your spy -> select propaganda
