[Vanilla] How to prevent AI from building a specific building?

I'm trying to make a cheat mod on the workshop for Civ 6 but the only issue currently is that the AI is able to build it so it no longer becomes a cheat mod and becomes more normal

The building is in the City Center and can be obtained at the start of the game, I'm new to the game and can't seem to find any documentation on the game relating to XML.

What precisely does the building do?
