How to restore old version of patch?

Try looking in the ...\My Games\Sid Meier's Civilization 4\Patch
directory - it should be saved there.
If not you can download the patches here
What you should do is uninstall the game, reinstall and apply only the patches you want to apply... (not uninstalling first might leave some parts of the new patch if that changed files the older one did not...)
