How to save the poor Vikings?

The main issue with Norway (and all coastal civs) is that districts and their importance, put coastal civs at a disadvantage (since there is only 1 water tile district and few wonders).

The easiest way to remedy this issue is to improve water tiles. All coastal water tiles should provide +2 food (like grassland) and +1 gold (ocean tiles can remain +1/+1). Fish, Crab and Whales should provide +3 food and +2 gold, and pearls should provide + 2 Gold, +2 food, and +1 Culture.

This simple change will make coastal cities more viable. Putting workboats on resource tiles should also provide additional bonuses (+.5 housing) or something similar to improving most land resources.

Specifically for Norway, I would like to see double outputs of Longships (like Scythia and their horseman). This would allow Norway to quickly gain a large navy/raiding party.

The Stave Church also needs to provide a better bonus to really be worth it.
 
I think if Military tactics was not a leaf (dead-end) tech, then it would be more viable to do a theocracy timing attack with berzerkers.
