How to spy

After playing for 6 years I still dont know how to spy. Ok so I dont spy i destroy but recently I became interested in spying. I build the intelligence agency in Chengdu I then put a spy in all the other nations, but I dont know where to go to use the spy. Where do I go to use my spies. Oh yeah and once I had one of my friends over (he moved so I cant ask him) and stole a tech without having to build the intel agency. Where do you click to perfrom espionnage. When I click pconduct espionage on my capital, it says Embassy in all nations with no other options. Same when I click intel agency it says spy in every nation and gives me no options.

I know that this may seem a stupid question but I really want to know.
 
If you are not at war you can steal tech without an agent. If you are at war, you need a spy. Double click on the city with the CIA and you can select mission, as I recall. In C3C you can use the E to get into an interface for diplomacy and spy.
 
Where can you select the mission in the menu gives me no options except conduct espionage. It then says agents in all known nations.
 
Below the buttons for "diplomatic" and "espionage" missions, there should be a list of functions, including "plant spy", "steal tech," "propaganda mission", "steal military plans," "expose spy," etc. Click on one of them. If you have enough gold, the button on the bottom right corner will light up, and you will have to press that to execute the mission.

This question has been driving me crazy too. with all the techs and the buildings, the only options I have ever had are "Investigate City" and "Steal Technology".

I was messing around in a (copied) .bic the other day and I saw all the standard spy activities but they don't show up in game. :gripe:
 
Maybe you just don't have enough cash. I think the other stuff that you can do requires exorbitant sums of money, stealing military plans is very expensive. You need Espionage researched, the Intelligence Center built and a spy planted to do the "extra" stuff. Oh, and did I mention scads of cash? Investigate city and steal technology are available via the embassy without espionage or spies, but the other stuff takes those prerequisites. I don't spy that much in most games, usually the cash is better spent on military activities.
 
Ok, so if I don't have enough money, the option will not be available. I can live with that. I thought it was a lousy game copy.
 
Do you have everything else? I admit, I haven't played vanilla in ages, so I can't be sure that it isn't buggy. Espionage researched? Intelligence Center built? Spy planted successfully? Adequate cash? Should be available, if not real useful.

I have never been able to plant a spy. I have never found a way to do that with everything in place that you mention.

choosing Espionage only ever gives me steal tech or investigate city... that is the sum total of options. where does "Plant a spy" come from?

The city that has the Intelligence Agency should have some icon (displaying a pentagon IIRC) next to its name. Double click that. A dialog window should open prompting you to select the civ where you want to plant (or create) the spy. Now you only need to succeed.

But once you do, you can click the small E for conducting espionage, select the civ you want to spy on, and, if you have a spy planted, should now be able to choose between Embassy and Spy.

is it true that you can't initiate propaganda in every city??
