Ok, I cannot credit myself with this, as somebody else figured this out themselves. However, they said they could do it with riflemen, which was wrong ('course, he was playing DyP so it is relavent).

It was orriginally posted deep within another strategy thread in the forum above this, and since that would be hard to find, I'll just let you guys know here.

Needed supplies:

1a)A ship with bombard capabilities, preferable the strongest being a battleship. The more the merrier however--4 battle ships is a great number
1b)Alternatively, a carrier with bombers. This might even be better, though is expensive and you can be shot down.

2)Transports. One or more for carrying troops to the site, one or more for returning with your booty

3)Amphibious unit. This generally means marines, though Beserkers can do it too. If you play DyP like that other guy did, then other units like riflemen work as well.
Carrying out the plan:

Take your expensive force to a coastal area next to an enemy's shore. Preferable by a mountain, though I would say hills are next priority, then forests and jungle. The reason will be for defesive bonuses and time it takes workers to rebuild. If you find a tile with pollution on it, even better (though make the terrain priority #1)

Bombard the roads, mines, and railroads. Wait for next turn and watch as the workers come en masse to rebuild. If you feel they haven't brought enough workers, then wait more turns until they do--but be careful to not let them finish their jobs or they'll leave.

When you see enough workers for your liking, take a marine and attack. Now you have a vulnerable marine on shore., which sucks, except that you DID place him on a mountain, right? So this marine will have either a defense of a poor 6.6 , an ok 7.5 (forests/jungles) 9 (hills) or 12 (mountains).

Hope you survive any counter attacks. If you do, place him in the transports to heal.

Repeat process for more slaves.

One thing you may want to do if you're willing to spend too many shields on this, and accept the losses of a number of marines, is to bombard many nearby areas, and have even MORE workers come by to rebuild. Then send many marines ashore and capture lots of workers faster :shrugs:

Of course, you could split up your enslavers to the various coastal mountains to attempt minimizing losses.

This reminds me of an old exploit where you would spread out workers in front of your army and the AI would chase the workers instread of your units. Only this time, the human is falling for the worker trap. ;)

Sure it works, but why are you spending hundreds of shields to capture some 10-shield workers?

The plan will work, but it will be very costly in term of resources and time. I'm sure the AI will launch some suicide attack at your ships; surely their ships will be sunk but you your fleet will be taken a little bit of damage each time. Since your fleet are far away from home, it would take forever for them to go back home and heal. Therefore, it won't be a good plan if you are in Democracy. Moreover, by the time you get amphibious unit, transport, battleship, and bombers, you probably already finished railroading every tiles by now; those extra workers are nice to have, but they are not really that important.;) Overall, it was a nice strategy if you have the time to toy with the AIs.:goodjob:

Moonsinger, that was my exact assessment:

Causes war weariness, not particularly usefull... but sure is fun if you don't mind playing past the challanging parts.
