How to take books and relics

I am currently playing against Gorgo and Shaka and they both have a good number of relics and other artifacts. If I capture their cities, do I get to keep the ones that are in the captured city or do they go to a different museum? Other than trading, how can I get them?

If you capture cities you will get the relics and artifacts except what was kept in the palace. You can use spies to steal items in museums

Yeah but they are free if I steal them

Not free--there is an opportunity cost. You are not stealing tech and you cannot buy tech. If you are already ahead in tech by this point in the game then it doesn't matter--you've won the game.
