How to unlock the Legend Unlock on the Attribute trees?

Pretty much the title.
Each of the 6 leader attribute trees has 1 "Legend Unlock". I cannot for the life of me how to unlock them, when I click on them, nothing happens, when I can unlock every other attribute just fine. (I do make sure I have all the prerequisites)

You have to level up the leaders, go look at the unlockable stuff in the main menu.

Ohhh I get it. That's why I'm wondering when I was playing that I can only unlock 1 Legend unlock and not the others. So a leader can have maximum 2 legend unlocks corresponding to their main attributes.

Such a weird mechanic that the game doesn't tell you this in game, requiring you to go to the main menu where no one would consider looking from the attribute menus.
