How to upgrade units?

On the left side of the unit action bar is an arrow, if you click that it opens some additional options.
One of them is the option to sleep the unit, which took me halve of my first game to find.
But when you are able to upgrade a unit, an up arrow appears here (which looks more like a hut). Also note that the action is only possible in your own territory (unless you certain promotions) and costs money, although I think very little money.
 
And if you meant upgrading as in leveling up, you can only level up commanders, you can't level up units anymore.

You missed it the same way I did: some of the most common and important Unit Commands, like Sleep, Heal, and Upgrade, are all hidden behind a 'pop-out' panel: I spent half of my first game wondering if I could give a command to Heal a unit at all!

There was an "additional actions" pop-out associated with units in both Civ V and Civ VI. It's just in a different place now.
