Hello everyone,

I'm new to the Civ 4 forums and to civilization 4. Previous experience mostly with civilization 3 along with its map editor. I am trying to create a Civ 4 Warlords scenario and have a few questions. I hope I am posting in the right place; please forgive me if that is not the case.

1) Is there a way to edit the list of city names for a particular civilization as there was in Civ 3?

2) Also on that note, is there a way to edit the behavior of a civilization's leader, such as "build settlers rarely" or "build military units often?" One thing I want to do is make some civilizations less "expansionist" and more "perfectionist" which I knew how to do in Civ 3, but I don't see how to do that with the Civ 4 editor.

3) In the worldbuilder save file, there is an entry for each civilization that is for "handicap." By default, most of them are set at "Handicap_Noble." What exactly does this mean when it is one of the AI civilizations? If the Handicap is set lower, like say "Settler," then does that mean the AI is stupider, with higher handicaps like "Monarch" making the AI more difficult? Or is it the other way around? Also, when you select difficulty level upon loading the scenario, does this override all the handicap levels, or does this setting still allow you to make some civilizations? Does selecting the difficulty level also override the handicap level on the civilization you are playing? What exactly does the handicap level do for the civilization you are playing?

4) Where can I get a list of barbarian cities, and how can I edit this?

I don't know about the others, sorry, but the city names can be found in CIV4GameTextInfos_Cities.xml, whic is in Assets/XML/Text
 
I also wanted to ask a follow up question -

I'm starting with an eighteen civilization scenario (with no special mods) and modifying it for my use. Ultimately, I want there to be 10 civilizations. All the modifications I do go over just fine, but when I delete civilizations #11-17 and teams #11-17 the game crashes when trying to load it.

What am I doing wrong here? Should I be leaving the teams in and just delete the civilizations I don't want? Is there something about the game that requires that there be 18 civilizations?

City names are also in CIV4CivilizationInfos.xml. Which is in: Assets/XML/Civilizations. This is for both Civ 4 Vanilla and Warlords.

CIV4CivilizationInfos.xml. The city names are grouped by Civ . Barbarians cities are listed at the bottom.
 
1. Here's how cities work: There's a list of labels in CIV4CivilizationInfos.xml, which point to CIV4GameTextInfos_Cities.xml. You can either edit the labels (if a label is not found in CIV4GameTextInfos_Cities.xml the game will just put the label as the city name) or the entries they point to. In my experience, there is little point in the latter as the labels aren't used anywhere else.

3. Handicaps do several things, and a lower handicap (Settler being the lowest) means that the civilisation recieves more benefits. An easy way to see the effects of this is to look at the health of one of your cities. On low level difficulty, you will see a health bonus claiming to be "from difficulty".

OK, so for example -

If i want to give certain AI empires "HANDICAP=HANDICAP_SETTLER" just to make them more powerful, and then I play the game at DEITY level, then does that mean that those AI empires would get some benefits from the Settler handicap and more benefits because it's at DEITY level (higher levels supposed to make AI cheat more, right?)?

I don't know exactly how it works. Settler will definitely make them stronger. Deity will make you weaker. I think Deity also makes them smarter, but I'm fairly sure it doesn't make them "cheat more". However, I'm not really an expert on how the difficulties work.
