Considering Vox Populi adds and changes improvements I'm wondering if it's possible to give another civ those as well. I tried doing so but I admit that I had a Hell of a time trying to figure it out.
On a related note I did manage to give a civ another one's (and more) UA but something odd happened; when giving the Incan Great Andean Road UA to a civ I noticed that the AI could cross mountains as well. Another thing I can't figure out why.
