When will you have another lottery? What are the rules to make requests?

Another lottery will be held whenever a unit maker wants one (usually due to them not knowing what they want to make). To make a request, you could try PMing someone, but remember that they may not want to make the unit for various reasons, or you could post a request in the request thread (stickied) or as a new thread on the forums.
