name one other worldspell that directly targets another civ to harm, or just everyone in general? (well I think Basium can autokill Hybbie, but they're likemirrors of each other)
Hyborem's whisper is not targeted to a specific civ. It has a religion target, any civ could be the one having the best AV city in the world. It is something like the cultural flipping. If another civ gets from you a city by culturaly attacking it, you do not have a declaration of war. If Hyborem gets your city with "whispering" to it, it is something like culturaly converting it.
The reason it is not an act of war is because Hyborem does it covertly, using his taint to undermine your authority and turn the city to him. It should not be an act of war, anymore than taking over a city through culture is. It is the same principle.
Defensive pacts, as mentioned. But also, relations.
I didn't really want a war with hyborem. If he had declared war on me, I have fair justification to take the city back with some troops, then offer peace, and he'll probably accept.
If I have to declare war on him, I get the -3 "you declared war on us!" that may prevent the possibility of peace unless I go threaten him in person with a big army.
Every city and unit except theirs, that is. Each time I get the "a player has cast river of blood." notification, I wish Calabim were somewhere near me to destroy them for good. When I know the Illians are in the game, I wish someone destroys them before they decide to cast stasis! And, more than 1 game, I have wished those "nasty" Amurites wouldn't cast their Arcane Laguna at the time I had to face 30+ units stacks invading my lands, having 4 Eaters of Dreams + 4 Liches + 8 Mages for defence, crippling me for good!!
Well, I wouldn't like to have one of my best cities taken by Infernals. But it is not such a big deal if he declares war on you at that time or not. He will, soon enough, even if you dont .
