Hybrid Forest economy and resources

As it is now, if you run an hybrid forest economy (late game) any tapped resource is a significant waste of food/hammers/money, as the resource improvements are worth so much less then hybrid forests.

Would it be possible to give either hybrid forests the ability to tap resources (easiest I think) or else increase the results from resource improvements similarly to the hybrid forest? To make it worth to keep them?
 
Giving the ability to tap resources means it would require the use of 'Act as city' tag which also means that ships could enter plots with hybrid forest then (Forts use this tag so they can act as canals and connect resources). So this probably can't be used but your other suggestion is something I probably should consider for v3.0.
