I read somewhere that you can purchase units and speed up how fast you turn them out at your cities, How?

go to the city screen on the bottom left there is an option to purchase whatever unit or building you are producing in that city.

click the city bar [newyork]. ~

If you click it, a screen which will let you choose what type of city you are after. food/production/gold.

Others have covered purchasing new units, but just FYI - you can't rush-buy something that's currently in progress. (I don't know if that's what you meant by "speed up how fast you turn them out," though.)

Beyond buying units outright, if you want to increase the production speed of military units, buildings like the Forge can help (but will only pay themselves off if built in a high-production city).
