Civ doesn't have cheats. Lots of exploits but no specific cheat codes. On Chieftain you can run a negative cash balance and no improvements will be destroyed. However in the long term its best to read the guides and learn how to play the game better. If you play around the sliders in the domestic screen you can reduce the research slider so that you don't lose more money. Trading with the AI is a good idea since it can get you more techs and if you negotiate you can usually get some extra cash that can boost your finances and allow you to research at a higher rate. In general you never need to have a surplus until the later ages in the game where you may need to rush city improvements or finance a mass unit upgrade.

There are no cheats in civ, but playing on chieftan practically is cheating, so just stay on that level until you're ready to move on.

Eh, I would have lost if I'd tried warlord anyways. Going straight from Real Time Strategy games to civ is not a good idea.
