I am unable to make a dedication

Basically I've gotten to the classical era and I've appointed a new Governor. I am now supposed to make a dedication, in the bottom right of the screen I am supposed to left click the button.

However no matter how many times I click it nothing happens. Anyone else experience this bug?

I think I had to go through era summary screen, after clicking Continue the dedications opened.
