I can nuke my own territory, but not enemy territory???

Hi all, I'm playing a BTS 3.13 game with a tectonics map. I'm having trouble using nukes on enemy troop formations near my border, the game just won't let me drop them. I've dropped several in deep enemy territory, but I can't drop them on or near cities recently captured by the enemy.

The weird thing is, the game *will* let me drop nukes on my own territory! Just take a look at the savegame I attached. The game has no problem with me nuking my own city of Cahokia (near my Southern border), but I can't nuke the enemy city of Snaketown!

And if you end the turn, the mongols take Cahokia. But now I can't nuke Cahokia anymore! This sucks, it is completely preventing from using nukes on large enemy troop formations. What the heck is going on here?

Since you're at peace with the Native Americans, you can't use a nuke on any tile where the effects would go into their territory. So you'll either have to find a way to drop the nuke in your own territory and still have the peripheral effects hit the Mongol troops, go to war with the Native Americans, or not use nukes at all.
