I made it up to the modern era with no problems, but now I can't click anything to get me to the culture screen to adopt a free policy from the international games. I have plenty of policies to adopt, and it makes the sound whenever I click on my culture, but it just doesn't do anything. I tried verifying, uninstall/reinstall, and I haven't downloaded or updated any new mods. I have no idea what the problem is, and I don't want to abandon my save.

Did you activated the "Allow policy saving" option?, at the begging of the game, it basically allows you to end your turn with out having spent culture on any policy, even when you can do it, maybe it could be a temporal bug tat would go away in the next turn, Here is a link to a website that willows you to change that option if you didn't https://bmaupin.github.io/civ5save-editor/, I haven't tried it with mods, but i guess it shouldn't be useless since it only changes initial conditions of the game.
You could also try using IGE to see if you can adopt policies that way, and continue to play the game (you can adopt the policy from IGE and then take your culture back, that way it won't be cheating) the only downside is that you cannot get archiviements while doing this and it can get a little tedious, I guess you don't loose anything for trying it out.
