I can't make peace

Sorry to keep posting questions but iv got another problem.

America and Russia declared war on me. So I went and smashed America and decided to just go take one Russian city so I could trade it back for my spy they have. It took a long time but I got the city and now Russia won't make peace. Won't trade the spy, won't even make a treaty for the city back.

I don't even want the damn city but now iv got a warmonger penalty and eventually war weariness will kick in but they won't make peace unless i give them on of my cities which ain't happening.

Please do not apologize, questions are what this forum is for.

You need to go to the victory screen and under domination in the summary tab hover aver a civ to see its military strength. You need to get stronger than them and reduce their military might. You do not have to take cities, just their army. Once sufficiently reduced you can even demand your spy back but its better to trade for 1 gold if you do not want a diplomatic penalty for it.

If you give them their city back as a swap for the spy it will remove a lot of the warmonger points and you get your spy back is another option.... or take another city then give it back for the spy if you do not want to give back the one you have.

Do not be too proud, you did this for your spy, a city is just a trade item at the end of the day.

Yeah, iv got no problem giving back the one I took. It was just a bargaining chip, but other than that my cities are great. I'll have to send the army to go and visit their homeland but its gonna take a while.

Just if ya wanted to know, I rolled an Army of mechanised infantry up to a city, they handed over Hugo and 25gpt.
