i dont know how to classify this issue

either a bug or a feature or a design issue .. but the A.I. enemy spams monks missionarys apostles like water probably more than anything even though i disabled religious victory condition.. its still wants to win via religion at least in the games i played
 
Check it's religion, is it getting benefits from religion spread (other cities, population, etc) - that could be a factor - but it's likely just more poor AI
 
i played in one case against sumeria 1 on 1 smallest map also even on the bigger map against a few ai the viking guy sumeria kongo china all 4 or 5 peeps i played against spammed the religious c**p out of me i was intent on science so i didnt care but even though they promised not to convert they promptly broke their promise immediatly.. me thinks something is broken about it
 
Wanting to spread your religion can still give you really nice benefits, even without a religious victory. If you choose tithe, for example, and convert the entire world, you get a lot of gold per turn. There are reasons to spread your religion even if you can't win with it, just like there are reasons to advance in technology without the science victory enabled. Civ generally does a good job of tying all the game systems together.
