I hope AI civs actually use their unique abilities

In Civ 5 there are several instances where AI civilizations with unique trait of unit abilities would not use them because the actual AI coding did not direct them to do so.

The most notable instance of this is the Japanese, Spanish and Roman Unique units... neither of which ever used their building ability when played by the AI. Samurai never built fishing boats and Legions built neither roads nor forts. Nor did conquistadors ever found cities. Basically, these Civilizations were neutered when played by the AI.

whoward, modder supreme, was able to address this issue in his mods; however, it would be nice if Civ 6 did this out of the box. While the AI may never be able to play civs as well as a human, it should at least be able to access and use its own abilities, even if poorly.
