As a programmer, I have actually looked (superficially) into the possibility of removing the city limit. It is not a trivial undertaking because of the way the Brian Reynolds decided to hard-code that particular limit. It is not a matter of changing one or two spots... a large amount of source code would have to be re-written, debugged, and tested. It would be quite an undertaking.
However, there is a patch written by someone (a 3rd party whose name I forget) that allows a 32,768 square game map, instead of the standard 10,000 max limit. It also allows accurate counting of the Population past 320,000,000. I don't have the patch right now, since I uninstalled it after a brief test. I simply didn't want such a heavily modded version of Civ II that I didn't have the source code to.
The above patch is not Microprose, but you can probably find it with a Copernic search, or perhaps one of the experts in this Forum can point the way. I can't remember where I originally found it, but I know it was an unexpected result of a Copernic search for something else.
