I need help with mods

I wanted mod for big civilization hub server : If somebody player have 8 ,9 of 10 diplomatic victory points , other players could not vote to get points for that player.We have prblems on server , because many players wanted to give victory somebody if he has 8,9 of 10 points .I would be very grateful if someone will provide me this mod or help with its code. Thanks for attention .
