I start game with 8000 + settlers

The thing to do is to figure out in what way the file violates the schema.

If the file doesn't match the schema, Civ has no way to know how to load it.
 
I made some progress, fixed a couple of things, but now i get stuck with this error.

The error is basically " Invalid at the top level of the document. Source: xmlversion="1.0" encoding="UTF-8"?> "
 
Perhaps somewhere along the line you saved the file unknowingly in another format?
I had it for instance that saving a xml file to a txt file corrupted the whole thing, even if I tried to adjust the file extension to xml.
 
I'll find out today, i'm just going to delete the files, replace them with the original ones, test to see if there is anything wrong with the original ones, and redo my changes.
 
Hmm, I redownloaded the mod, did nothing to it, and let it load normally. (So no UU is installed, and the city list has not been changed).

Needless to say it worked. It loaded perfectly with no error, and I started the game with only 1 Settler and 1 Warrior.

I than opened the CIV4CivilizationInfos.xml file and changed the citylist. I did nothing else, no more UU's no nothing, just added more cities.

I loaded the game and got the same error:

And I haven't tried, but I believe I start the game with 8177 settlers as well.

I added encoding="UTF-8"?> to it, reloaded the game, and got the same error except it was <?xml version="1.0"?> encoding="UTF-8"?>
 
What do you use to edit xml files? It seems to be messing it up somehow. Try Notepad++.
 
Lately I've been using notepad, but earlier I used MS XML Notepad 2007.

Maybe i'll try Notepad++ again.
 
Wow, believe it or not, Notepad++ works. I no longer have the problem when I put in the cities. I'll see what happens when I mod in the new UU.
