when installing the patches. Forst we thought it was that he wasnt installing them in order, but nope. Hes stuck on 3.13 because of xml errors he says. Whats wrong?

is the OS an asian or russian language one?
what happens when he tries to install 3.17?
is the game installed with admin rights? what about the patches?
