anarres: nope, there is no reason to add a settler or worker to a city that you are trying to stop from flipping (unless they changed that in PTW). OK, let me modify that - the only reason to add to a city would be to get it to size 6 so you can start a WLTKD which does have a x2 modifier.
 
Yes Gothmog, I have checked the formula, and only the number of foreign nationals makes a difference.

I've never played a game that was totally peaceful. I came close one time, but I ended up having to invade my neighbor for saltpeter.

I've found out that having a lot of cities and a big army can be a deterrent for enemy invasions... but then again, the AI does some very very stupid things.. like in my last game when the Mongols which controlled all of four cities decided to declare war on my empire which controlled about half the world's land, and not only that, they did it by sending a longbowman into my city guarded by riflemen. They were gone the next turn.
 
Babylon did the same thing to me. They had more territory than that, but they were the smallest Civ, and I was the largest. they also went ALLLLLLLL The way around my continent to the far side and dropped off the longbowman there. I mustered a coalition to keep him busy while I sent a bunch tanks over to take over a few token cities but I had no need to kill them off.

Someone mentioned that workers is better than settlers. It depends. You can only crank out one unit per turn, regardless of shield production, so if you already crank out 30 shields in a city, make a settler instead of a worker. The settler will build a city twice as fast with the same investment. Only make a worker if your shield production is less than 30.
