I think they started earlier this month, shortly after they made the announcement. The three pictures we've seen so far are concept art if I'm not mistaken.

Five months may not sound like much time but believe me, it's more than enough in the modern game development industry.

Everything is done with computers now you see.
 
Yeah they definitely have been working on it longer than when they announced it, don't know where the idea that the pictures are concept art came from

Stellaris was in development for over two years, was it not? I am guessing Civ VI ( and I am guessing ) well over a year if not two.

Civ4 released in 2005. A mere 2 years after C3C but it all makes sense when you realize C3C was farmed out to Breakaway and Soren wasn't much involved in its development. Beyond the Sword launched in July 2007, Civ 5 launched in September 2010.

So 3 years sounds about right for a Civ game from concept to completion. 2002-2005 for Civ4 ; 2007-2010 for Civ5 and 2013-2016 for Civ6

Three years would be minimum, esp. with a new engine.
