Hey guys, I've noticed that on a lot of maps there are a lot of valuable resources in the arctic areas of the map. The only problem is that there's no food in those areas because of the ice, so it's impossible to colonize those areas. How do you manage to get those resources?
 
Either settle a crappy city on the coast near as many resources as possible(this one will forever be a drag on your economy and should only be done when you have developed said economy to a healthy degree) or wait for culture from other cities to expand.

In general I never settle a city in the arctic unless it has coast and seafood, or it is the only place where iron/aluminium/oil can be found.
 
If you can't get it in a trade from the AI, and it gets you a +1 :) in every city or a key military resource, then it's definitely worth it.

If there are multiple copies (eg. fur) then you can pay off the maintenance cost, and then some, by trading them to the AI. Even an extra copper/iron can be worth it for trading - scout the AI and see what resources they lack.
 
At least a place with Deer is worth settling for food.
 
If it's a happiness resource, I'll usually throw a city there in the midgame if the land is uncontested and my economy is running smoothly. By the late game, an extra city never hurts. If there's a river nearby, you can plant watermills and actually make the city grow a bit with state property. Coast/ocean is good too. Throw in Sid's Sushi + Mining Inc in there and you can actually have a decent city.

It's surprising what a seemingly poor tundra/ice city can accomplish with a seafood or two, some tundra mines and ice watermills. Even just building wealth they can turn a decent profit
