ICS Strategy - Game Situation - Need Advice

I've read a couple of the main threads regarding the ICS strategy (Aeson's, Juicy Civ Newbie) and decided to give the strategy a try.

I need some advice on a game situation.

I am playing the Americans on the Monarch level. I chose a large panagea map with 7 civs.

The game situation is this. Its about 1700 B.C, I have seven cities, launched a bunch of scouts who have explored about 85% of the land mass I am on, and collected a lot of cash and techs from the goody huts, so everything has been progressing well.

I found horses, and immediately set my next settler and a spearman to build a city and secure the horses within my city boundaries and start the chariot build up. The horse resource is about 8 hexes from my capital, and despite having roads built 2/3 of the along the way, the Germans, who had about 5 hexes to travel, beat me to the area (by one turn) and built first. In the other 85% of the map my scouts have uncovered, no other horse resource hex appeared.

So, my question is, should I try to trade with the Germans to secure the horse resource, or go to war and take it?

The AI placed my Civ in a area of the map where there are no close by strategic or trading resources. The closest hex with a tradable resource is about 10 hexes away. I figure that it would take 20+ turns to secure the closest trading resource and build a road to Berlin. Technology wise, we are equals. I only have alphabet that the Germans do to have. I could use some of my built up cash reserves, but was counting on them to rush build Barracks, Chariots, and Knights when the time comes.

The Germans have not connected the city via road to any other of their cities.

So what do you think? Attack or try to trade?

Thanks for the advice. I've taken the city, and started the Chariot build-up.

BTW, I logged onto your CIV website, and it was great!. I typically enjoy building large cities, and found your advice very useful.

The ICS strategy is one I would have never thought of myself, as my predisposition is towards large cities. Its fun trying something so diametrically opposed to your natural tendancies.
