I had an idea earlier that'd give cIV a bit more flavour; Expanding on the "tourist attraction" concept that Wonders become, I was thinking that cities with lots of culture should eventually produce something noteworthy that is less abstract than just "50,000 culture points".
So here's my idea:
Every 20,000 culture points, the city "becomes famous" for something that is particular to it (no in the way that New York is famous for the Empire State, and more like how New York is famous for its Bagels). What is produced, and the effect it'll have, depend on what the city does best.

If the city's Hammer Production is its most notable aspect, a random non-wonder building becomes a Tourist Attraction.

If the city's Food production is its biggest asset, then it's cuissine becomes famous, and cities all over the world start building take-out restaurants! In game terms, maybe you could get 3 tradeable resources with names along the lines of "Antium Pie" and "St Petersburg Steak". Even better, the names could be civ specific, so you'd get "Tacos" for the Aztec and "Hot Dogs" for the Americans!

Cities with high Research output could increase the likelihood for a Great Scientist to appear by, uh... 10 points? to represent how would-be scientists all over the empire are attracted to that city for it's scientific reputation.

Cities with high Gold output are a bit trickier... I don't know how the game figures out when and how trade routes are created, but if there's a way to make it 30% more likely for that city to get trade routes, that'd seem like a good way to represent the attraction to that city for merchants all over the world.

finally, if Culture itself is the city's prority, maybe you could get extra "hit single" and "hit musical" resources like the Wonders provide.

What do people think?
