I've played vanilla Civ up to Civ3. Corruption always seemed to be a real pain. Especially in Civ3 where it was nearly impossible to control in a large empire. I understand that in a far flung empire there will be corruption. Yet in a more organized empire corruption should be controlled more readily. In Civ3 they gave us the forbidden city to act as a second capital. It's nice. I usually build it in the capital city of a conquered civ. However I think that this idea can be expanded upon with regional capitals.
These cities would essentially be like powered down forbidden cities. Your true capital should lower corruption the most. After you build or conquer X amount of cities you should be given the option to build a regional capital. It would be built like a minor wonder. It would also "take over" corruption responsibilities for the cities nearest it.
In addition it would also create a territory which you could name. The cities in its range would create the territory. The cultural spread of its cities would create its border.
Your islands would probably remain corrupt, but that's a little more realistic.
If that regional capital falls then it would play havoc for that entire territory until order is restored in that area with the re-taking of the capital.
