So, in Civs 1,2,3 we have had the tradtionial gold as everyones money, well it is about time to take this to the next level of complexity. Instead of just one currency each Civ would have its own currency. Sounds simple right??
Next Currency value against gold, each Civ's currency would have a value in gold so you could still trade with opposing Civs. So some civs would have to pay more or less money dependant on their currency value. So if it one dollar(america) to get one gold bar(it would be alot more but this is an example) and you were paying 50gold bars in trade you would pay 50dollars.
Now on to taxes and tarrifs(drug trade ties into this), In order for this feature to happen a sort of Private Industry would have to exist, If you have a major Computer Industry and it is importing silicon you would be able to put a tarrif on it, or same applies to exporting. Taxes on the other must need to be more sopistaciated then they presently are, for instance you should be able to raise specfic types of taxes, for instance Sales tax or a higher tax on industry. Now with the specfic taxing you could either make a Industry\Buisness friendly nation dependant on high or low taxes, where different Biunesses or Industries would want to come there provideing you extra revenue from the little taxes you would have also provideing population increase or lower unemployment in the cities. My thinking is that industry would act like a resourse within a city itself, however you would have no control over what is produces and you would only get a percentage dependant on taxes of the revenue from said industries, also Industries could set up Industrial or Buissness Capitals which would be like a building that you built and it would produce extra revenue and commerce non dependant on taxes-Think World Trade Centers when I say Buissness Capitals. Which could create yourself as an Economic world power no matter how big you are(think Swizterland).
This proably wont be the last bit I add but what about the Drug Trade, with Tarrifs you should be able to ban products like the Chinesse tried to do in the late 1800s with the Opium Wars or how the US today is still trying to fight a Drug War. As with the Opium War if you were to ban a product the country where it is made\harvested may not like that especially when talking about drugs considering they add alot of revenue. Now what happens if you ban something, well a couple possiblities(dependant on if you people like or needed it) one the supplyer country could make a carvan like thing and sneek it past and into a city or Supplyers country could attack. The Caravan like thing could be attacked as if it were a Pirate without war but the supplying country will get more angry.
The Private Industry idea seems as though it is only possible in the later stages of the game, this is partially true, but their is also winerys which would act like Industry pre Industrial Revoultion eras, and not to forget early medivial cottage industry things. Although No economic capitals could be established really as those indutries would not be that established.
