I love BNW. I'm still wrapping up my first game - a culture victory as Portugal on a large islands map. As I said, it was my first game so I was still learning the ins and outs of the culture game. One thing that is important to boost your based tourism is the modifiers you have for each civ. Sharing the same ideology adds 25%.

That being said, is there a way to predict what ideology a specific civ will take? In my game, I was first to the ideologies in order to get the bonus tenets. However, out of 8 Civs, myself and India took Freedom. So naturally I don't get the 25% bonus. I can use the World Congress to switch them to but then you get 6 Civs pissed at you.

Thoughts?
 
If you have enough tourism and they get unhappy enough, they will switch, then you will get more tourism etc...its a bit like a snowball effect.
 
My games have been fairly even, had 2 Autocracy, 2 Freedom and 3 Order by the end. You can usually tell by which ones still give bonus tenets, as I believe the AI adds those into it's calculations.
 
Use World Congress to declare your ideology as World ideology. This along with your tourism will increase ideology pressure on them.
Also try banning luxuries to throw your opponents into unhappiness. Then they will hopefully see things your way. :-)
