A realistic tactic in use today (used in the past) to gain land & power.
Example: the president of Mexico said in 1989 "Mexico's foreign policy includes expandings its borders and illegal immigration is a very important part of that." That can only mean winning back territory lost to the United States in the 19th century because by the year 2050 if trends continue, over 50% of the people in California & Texas will be of Mexican ancestry. With the majority of the population that has strong loyalties to another culture, the land could be gained (or lost). Why else would Mexico's power brokers who still live in the 19th century deny its economy from growing and not accomidating what is a surplus popuation?
Could this element be introduced in order to shift one's population to other civilizations in an attempt to gain an advantage over that civilization?
