Illegal Immigration tactic

A realistic tactic in use today (used in the past) to gain land & power.

Example: the president of Mexico said in 1989 "Mexico's foreign policy includes expandings its borders and illegal immigration is a very important part of that." That can only mean winning back territory lost to the United States in the 19th century because by the year 2050 if trends continue, over 50% of the people in California & Texas will be of Mexican ancestry. With the majority of the population that has strong loyalties to another culture, the land could be gained (or lost). Why else would Mexico's power brokers who still live in the 19th century deny its economy from growing and not accomidating what is a surplus popuation?

Could this element be introduced in order to shift one's population to other civilizations in an attempt to gain an advantage over that civilization?

That's a very good idea. Maybe have a special trade commodity called "Workers" that would go into the selected city. Pump in enough, it would turn, kinda like cultural victory in Civ3. What would guide whether someone has this option available to them or not?:
A) ration of population to land area (higher ratio, the more likely);
B) joblessness (how would this be estimated?);
C) homelessness (how would this be estimated?).

Oh, do you have the source for that quote?
 
I remember hearing it on Spanish TV back then. I'm not Mexican, but an American of Spanish (European) ancestry so let me tell you, there is a huge movement in American that most Americans don't know: the reconquista of the south-west by Mexico, or what is called the Nation of Aztlan (replace Aztlan with Aryan and you get the idea). One site that is big into is AmericanPatrol.com that I've read into the radical anti-white Chicano "leaders" in America. I'm scare & I'm hispanic! Scary reality.
