Image Editing Fun Episode III

I've been reading this thread silently for a while, and thinking about participating- anyone know any good image-editing programs that can be downloaded free?

Irfanview lets you save in .gif and .jpg format for easy uploading, and you can add some cool effects, but you can't edit the picture with it.

I myself edit it in MS paint and then copy it into irfanview for some special effects and then save it and attach it.

There's a free version of PaintShop Pro somewhere; google for it, or check Chieftess' signature; she just to have the link in it.

I hate using paint.
I heard mention of something called "GIMP"... can this be downloaded for free? If so, a link would be nice.

EDIT- I downloaded Paint Shop Pro from Cheiftess' sig.

If you want to spend just a little amount of money, I got Photoshop Elements 2.0 from Amazon.com for less than $40 (after $50 of rebates - so you have to shell out $90 up front). Still pretty darn cheap for a good program.

As I said earlier, this was probably the best one that I'd seen so far. So, it was a tough choice. Perfection, ManOfMiracles and Chairman Meow can be proud; and because I said so, which makes it even better!

I have GIMP2 a free open source program based on paintshop. Its very good and easy to pick up.
