vmxa Said you don't need a river if a different city has built the hoover dam. So that might be why. Because the solar plant replaced my hydro plant in the city that didn't even have a river. So to make it clear, say you build a hoover dam in your capital city all the other cities river or no river will get the hydro plant.

You need a factory to build any plant, so I guess that's true.
It is indeed true. So if your city on that continent with HD doesn't have a factory, the free Hydro Plant is basically useless. So rush one to get the benefit.
You can see if that is the case by saving as a test. Sell the solar plant and see if the town shows a hydro plant.
As to the boost, that is easy to check as well. Look at teh number of shields you get in a given town. The base shields will not be increase by the hydro, if you do not have a factory.
Some towns are not worth building a facotry in as they do not NET enough shields. 50% boost in a 100% corrupt city will not net any extra shields. It will net extra maint cost though for the factory.

Meltdowns arent so bad, I had one happen and the city went into WLTKD! I guess the unhappy people all lived near the nuclear plant? Maybe that's why they were unhappy!
