Imperialism and Tribal Council

Hi, this is my very first post, so bare with me. I've been playing civ 3 for little over a year now and I pretty much know how to do everything. Currently, I have the Civilization III Complete collection and I noticed in some of the scenarios, you are allowed to discover governments such as Imperialism and Tribal Council. Is it possible to discover those forms of government in normal play? And, if not, is there a certain mod I can download to do so. Thanks

Not in the standard game. Imperialism comes up in the Roman scenarios and Tribal Council comes up in the Mesoamerican scenario.
