Impossible units

I normally play at Prince level, because it's called Balanced. Is one of the things that unbalances the difficulty the fact that the computer gets to just give itself units? I mean, how does another civilaztion have three warriors and a settler on Turn 8? I just lost a city because I haven't been able to even build walls yet, but I'm getting attacked by eight units...

they do start with extra units on higher difficulties, and they also get a boost to production. it's really lame.
