I think the new game should also incorporate more realistic war tactics. People have mentioned actual guerilla warfare, but add in other things such as land mines and attack bonuses. With these bonuses, I mean if a unit is attacking from higher ground, it should get an attack bonus. It shouldn't be as strong as the defense bonus though, because attacking from high groun isn't as beneficial as defending, yet it still does provide an advantage.
Also, group attacks should be allowed other than army attacks. Allow units to group together to attack a single unit. We all know that there will never be a war situation where enemies just line up and fight one by one. Further, make it so that you can always build a leader that can do nothing but create armies rather than only through either the military academy or military leaders. The armies should attack and defend as one group as well, possibly by adding all the attack points and defense points for each unit within. These will be more organized than the group attack I mentioned before, so they should either get a combat bonus or giving the groups a slight decrease (maybe take 75 or 80% of the total). While it would be cool, it would probably be too complicated to actually factor in different units within the army being more effective or serving different purposes.
Finally, make it so that the strike range of the unit factors in. For instance, a pikeman should have a slight advantage (beyond just attack and defense) over something like a swordsman since the pikeman can reach further with his attack and therefore could theoretically strike first and it would be easier to remain in a safer position. Same thing with a unit with a gun versus a hand combat unit. A rifleman would be able to fire upon swordsman before the swordsman could get to him. Same with a tank - a tank would be able to strike the rifleman from a farther distance than the rifleman could shoot. Forget the fact that the rifleman or mustketman's bullets would have very little effect on a tank, whereas one tank hit would destroy and mortal human...
