[Col] Incan Capital = Annoying Heathens

Just wondering if anyone else ever had trouble making a mission in the Incan capital. Three games in a row now, same thing. I'm at peace with the Incas, never had any problems with them (the exclamation points are all nice and green). I've got missions in some of their other cities, generally with "curiosity" being the result. I've got Brebeuf so my missionaries are experts. Aaand...

Send missionary to Incan capital. "Hostility". Exclamation points in all their cities turn red. They attack me on the next turn. I've tried waiting for a while and then sending another missionary. I've tried making it the first mission I send to them. I've tried making it the fifth mission I send to them. I've tried giving them a bunch of free stuff first, etc. Every time, no matter what, they get mad when I do it.

Anybody else ever see this? I just started playing Col again after years of it gathering dust on my hard drive (not literally... at least I hope not) and I don't remember having this problem. Is it a bug, maybe?
 
The only time I've been able to establish a mission in a capital and have them not kill me is if they're Expert Jesuits. All other missionaries will just piss them off.

There also seems to be a certain number of missions that can be established in one tribe before they start getting pretty hostile. Seems to be about 5 or 6 in my games.
 
My guess is it depends on your difficulty level to some degree, but also for how long you have been in contact before sending missionaries.
