Incite a revolt

I have been playing for some months and I'm able to win in deity. But I have a big problem with diplomats and spies. I think that it's very easy to incite a revolt in a city (it's cheaper than bribe any unit!!!). Only if you are in democracy can avoid this problem, but anyway I would like to know if there is any posibility of modifying the price of inciting a revolt in order to make it more realistic. Can anyone help me?

The actual bribing algorithms are hard-coded in Civ II. however, there is an easy way to increase the bribe cost of a civ... give the civ lots of money (use cheat mode). This will have other side effects, too, like huge payoffs to conquerors, but it will increase the bribe cost. If you just want to equalize things, bribe an AI city, then just rush buy a cruiser or battleship (to squander your money), then switch the production back to whatever you want..
